This was going to be made by Toei and Marvel based off the later’s superhero of the same name. Silver Surfer (mentioned on one of the pages) was another Toei/Marvel co-production that was canceled.
Another, possibly earlier proposal. Note the infamous Marvel Moonlight Knight proposal hidden underneath but I do not have any pictures of the inside of either of these.
